Funding Local Housing: Applications Opening for FY 2028 Affordable Housing Fund

Maui County’s efforts to expand local residential options take another step forward as the Department of Housing prepares to accept funding proposals for Fiscal Year 2028. The County is inviting public agencies, non-profits, community land trusts, and private developers to submit applications for affordable housing initiatives funded through the county’s Affordable Housing Fund.
The program aims to support projects that serve resident families earning 140% or below the Area Median Income (AMI), providing capital for land acquisition, planning, design, infrastructure, building construction, and structural rehabilitation.
Here are the key details for the upcoming application cycle:

Key Deadlines: Applications will become available starting September 21, 2026, and all completed submissions must be received by the Housing Programs Division no later than 4:00 p.m. HST on October 23, 2026.

Priority Criteria: Special consideration will be given to "shovel-ready" projects that can demonstrate site control, complete environmental reviews, and finish construction within a two-year window. Additional priority goes to projects providing housing for households earning between 80% and 120% AMI, proposals developing county-owned land, or those funding critical off-site infrastructure.

Proven Impact: The significance of this fund was demonstrated in FY 2027, when the county awarded nearly $79.5 million across 12 projects, supporting the development of more than 900 affordable housing units island-wide.
Ensuring a steady stream of capital for local workforce housing remains a core priority as Maui balances new development, community inventory needs, and long-term economic stability.
