Fannie Mae’s Housing Market Outlook for 2025

 

Mortgage Rates

Fannie Mae anticipates that 30-year fixed mortgage rates will decline gradually but remain elevated overall. Rates are expected to average around 6.1% by the end of 2025, staying above 6% throughout the year and showing some volatility. By late 2026, rates may dip to around 5.8%, but not enough to significantly improve affordability in the near term.  

Home Sales

Sales of existing homes are likely to stay at very low levels, near the lowest seen in the past 30 years. This is mainly due to homeowners holding on to their low mortgage rates and avoiding selling. However, new home sales are forecast to perform better, especially in areas where construction activity can continue efficiently.

Home Price Trends

Home price increases are expected to slow down, but not stop. According to Fannie Mae’s Home Price Index (FNM-HPI), prices are projected to rise by 4.1% in 2025 and by a smaller 2.0% in 2026. This suggests a cooling but still upward-moving housing market.

Mortgage Originations

The total volume of single-family mortgage originations (both purchases and refinancing) is forecast to increase. Fannie Mae projects about $1.99 trillion in 2025, rising to $2.38 trillion in 2026, as slightly lower rates help stimulate activity.

Economic Growth and Inflation

The U.S. economy is expected to grow above its long-term average, supported by solid fundamentals. However, risks remain from persistent core inflation and uncertainty around fiscal and monetary policy. Inflation, as measured by the Consumer Price Index (CPI), is expected to increase by 3.5% in 2025.
