Zoning Uncertainty Continues for Maui Vacation Rentals

Action on a proposal to create new hotel zoning districts for certain vacation rentals was deferred this week after the Maui County Council’s Housing and Land Use Committee met in executive session for more than an hour. The delay leaves unresolved questions around Resolution 25-230, which would establish H-3 and H-4 hotel zones to allow some existing short-term rentals to continue operating following the passage of Bill 9.
With significant amendments proposed, growing concern over sea level rise, and strong community testimony on both environmental risk and economic stability, the measure now heads to the full Council agenda as unfinished business—highlighting the complex balance between housing policy, climate resilience, and Maui’s visitor-based economy.
