Bill 9 First Reading Slated for December 1

Maui County is preparing for an important step in the ongoing discussion over transient vacation rentals (TVRs) in apartment-zoned districts. A special council meeting has been scheduled for December 1 at 9 a.m. to consider the first reading of Bill 9, CD1 (2025)—legislation that proposes phasing out TVR uses within these zones.
The Housing and Land Use Committee advanced the bill earlier this fall, with approval from the Department of the Corporation Counsel on October 8. The process was impacted by the unexpected passing of Committee Chair Tasha Kama on October 26, after which the committee’s vice-chair signed the report on October 28. Following a poll of council members on November 1, Council Chair Alice L. Lee confirmed the special meeting date.
As the council prepares to discuss Kama’s successor this week—and expects to finalize the appointment by the November 25 deadline—Lee noted her intent to move Bill 9 to second reading as soon as possible in December, pending passage on December 1. Community members are encouraged to participate in the process by submitting written testimony to [email protected] with “Bill 9” in the subject line
