Bill 9 Update: Maui Vacation Rentals May Get a Lifeline Under New Proposal

In a significant development for Maui’s tourism and real estate sectors, a Maui County Council working group has released new recommendations that could spare nearly half of the island’s vacation rental units from being phased out.
The group was tasked with reviewing Bill 9, a controversial proposal aiming to eliminate transient vacation rentals (TVRs) in apartment-zoned areas. Their report suggests that more than 50 buildings on the well-known “Minatoya List” could be reclassified into a new hotel district — a change that would allow around 4,500 of the 7,000 at-risk units to continue operating legally.
The proposal has sparked public debate, particularly around how to distinguish between apartment-style buildings and those that function more like hotels. Environmental considerations such as sea level rise were also weighed, though some community members argued that immediate housing and economic needs should take priority.
