 Building from the Ground Up: A Look Inside Maui’s New Department of Housing

As the Maui County Council dives into its annual budget deliberations, all eyes are on the newly minted Department of Housing. Since its official launch on July 1, 2024, the department has been under the microscope, recently facing a pre-budget scrutiny session led by Council Member Nohelani U’u-Hodgins and the Housing and Land Use Committee.

Housing Director Richard Mitchell isn't shying away from the question on everyone's mind: “How many units have we built?” While the administrative heavy lifting of "standing up" a brand-new county department is often invisible, the data suggests the team is already hitting its stride.


A Closer Look at Key Projects

Three major developments are currently spearheading the effort to bring much-needed inventory to the island:

  • Kaiāulu o Kūku‘ia (Lahaina): A 200-unit cornerstone of West Maui’s recovery, featuring Hawaiʻi’s first Bezos Academy, a tuition-free, Montessori-inspired preschool on-site.

  • Kaulana Mahina (Wailuku): A 195-unit "workforce housing" community for residents earning between 60% and 120% of the Area Median Income (AMI), complete with a gym and pool.

  • Hale O Piʻikea (Kīhei): A multi-phase project serving families and seniors, with 97 units specifically for kūpuna (ages 55+) located within walking distance of essential services.

The "Invisible" Work: Decluttering and Databasing

Director Mitchell was candid about the administrative mountain his team inherited. Separating from the Department of Housing and Human Concerns meant tackling decades of backlog:

  • Audit & Discovery: The team unearthed over 100 residential workforce housing agreements and a mountain of housing credit documents that had never been digitized.

  • The "Great Clean-Out": Staff processed 150 banker’s boxes and 154 steel filing cabinets—some containing files dating back to 1971.

  • Staffing Up: The department has grown from 37 to 47 members to meet the county’s high expectations.

Financial Impact and Policy Shifts

Housing Programs Administrator Cassiopia Yamashita reported that for the 2026 fiscal year, $68.6 million in affordable housing funds is currently assisting 16 different projects, supporting a total of 959 units.

Looking ahead, the department is pushing for policy changes to accelerate development. Mitchell expressed strong support for Bill 48, which recently passed its first reading. If fully adopted, this measure would:

  • Waive 100% of fees for affordable and below-moderate-income workforce units.

  • Waive 50% of fees for above-moderate-income residential workforce units.

As Mayor Richard Bissen prepares the proposed fiscal 2027 budget, the message from the Department of Housing is clear: they aren't just "standing up" anymore—they are running.
