2026 Legislative Update: Key Changes Taking Effect January 1

As we enter 2026, the new year brings more than just resolutions—it brings a significant wave of legislative changes across Hawaiʻi. House Speaker Nadine K. Nakamura has highlighted a suite of laws taking effect on January 1, 2026, designed to impact everything from family services to your daily commute.
Here are the key legislative updates you need to know for the New Year:

Families & Education: Act 203 expands eligibility for the Preschool Open Doors Program, while Act 298 modernizes parentage laws to better reflect contemporary family structures.

Healthcare Savings: Act 47 provides a General Excise Tax (GET) exemption for medical and dental services provided to patients on Medicaid, Medicare, or TRICARE.

Consumer Protection: Act 79 introduces a new regulatory framework for pet insurance, and Act 110 requires insurers to provide longer notice periods before canceling or non-renewing property insurance policies.

Road Safety & Transit: Act 171 prohibits parking near crosswalks and intersections to improve visibility, while Act 138 increases penalties for driving without insurance and raises minimum coverage requirements.

Local Industry: Act 199 strengthens labeling requirements for macadamia nuts, ensuring consumers know if their snacks were grown outside of Hawaiʻi.

Tourism & Economy: Act 96 increases the Transient Accommodations Tax (TAT) and extends it to cruise fares to help fund mass transit and land development.
