Fast-Track Progress: First Wave of Group Rezonings Advances to Full Council

The implementation of Maui's new hotel zoning framework has taken a major step forward. The Maui County Council’s Housing and Land Use Committee voted unanimously to advance Bills 112 and 113, which would rezone dozens of short-term rental complexes in Kīhei and West Maui into the newly created H-3 and H-4 hotel districts.
This represents the first major rollout of the Council-initiated group rezonings, designed to move eligible properties forward in waves without forcing individual homeowner associations to carry the immense administrative costs alone.
Here are the key takeaways from the committee's latest session:

The First Wave Locations: The approved bills cover a substantial list of established resort-area properties. The Kīhei bill (Bill 112) encompasses 21 distinct properties, including major hubs like Pacific Shores, Kamaole Sands, and Maui Banyan. The West Maui bill (Bill 113) advances 37 properties across Lahaina, Kāʻanapali, and Kapalua.

Why Certain Properties Were Prioritized: The committee utilized a systematic screening process to select this first wave, prioritizing properties that already visually and operationally function like hotels, maintain high out-of-state ownership bases, and carry steep monthly maintenance fees that make them completely unfeasible for conversion into local workforce housing.

Strategic Patience for Omitted Complexes: For owners and associations wondering about properties left out of this initial list—such as Grand Champions in Wailea—council members reiterated that this is an ongoing, multi-phase process. Additional properties currently resting on the broader eligibility master list will be evaluated and organized into subsequent rolling waves.
By advancing these unified group bills, the county aims to clarify the long-term legal standing of resort-centered vacation rentals well ahead of upcoming phase-out timelines. Both bills now head to the full Maui County Council for a first reading.
