New Senior Housing Project Planned for Historical Wailuku Mission Site

A new vision is emerging for one of Central Wailuku’s most historically significant properties. A proposal is currently under review to develop 84 affordable rental homes for low-income seniors on the "Mission Grounds"—a 2.66-acre site located at 2307 Main Street.

Owned by the Wailuku Union Church, the project aims to address the island’s critical shortage of senior housing while carefully preserving the historic character of the surrounding district.

The Project Vision: Housing for Our Kūpuna

The proposed Wailuku Mission Senior Affordable Housing project is being spearheaded by the nonprofit developer EAH Housing in collaboration with the church. The plan focuses on providing a stable, high-quality environment for residents aged 62 and older.

Key Details of the Proposal:

  • The Units: Three two-story residential buildings featuring a mix of studio and one-bedroom apartments.
  • Affordability: Units are designated for seniors earning 60% or less of the Area Median Income (AMI).
  • Target Rents: Projected rents are estimated at approximately $1,414 for a studio and $1,515 for a one-bedroom—a significant reduction compared to current market medians in Wailuku.
  • Support Services: Through EAH Housing’s StayWell program, a full-time resident services coordinator would be on-site to help seniors navigate health care, benefits, and community activities.

Preserving Wailuku’s Historic Heart

Because the site sits within Maui County Historic District No. 3, the project includes a heavy focus on historic rehabilitation. The developer proposes to restore and put back into active use two state-registered historic structures: the Alexander House (built in 1836) and the Baybrook House.

While the project has received support for addressing a "critical shortage" of housing, it is also undergoing close scrutiny from preservation advocates to ensure that the district's open, park-like setting and historic sight lines are maintained.

The Mission Grounds site is one of the last large, undeveloped tracts of land in the heart of Wailuku town. Its "walkable" location is a major benefit for seniors, providing easy access to:

  • The Wailuku Public Library and medical facilities.
  • Social service agencies and public transportation.

The project even envisions a "Learning Center" where senior residents could potentially volunteer at nearby preschools, fostering intergenerational connection within the community.
